A consistent approximate approach based upon using a large value of th
e refractive index of a plasma for waves of low-frequency range is use
d to solve the classical problem of electromagnetic wave penetration t
hrough the sharp magnitoactive-plasma-vacuum boundary. Simple formulas
for the transmission and reflection coefficients are obtained under w
ave incidence from both the vacuum and plasma sides. A graphic model o
f the phenomenon is given. In particular, conditions for efficient wav
e penetration are indicated, and the effect of collisions is examined.
