It is critical to study climate and cultural factors influencing the h
andicraft industry in order to combat critical levels of unemployment
in northern settlements. The purpose of this paper is to identity the
climate and cultural factors influencing production at the Minnguq Sew
ing Group in Broughton Island, Northwest Territories, Canada. Particip
atory action research methods, including participation in workshops, o
bserving the decision making processes, and informal interviews were u
sed during the field research conducted from January to August 1991. I
nformation was collected on various aspects of business including prod
uct line development, production techniques, management strategies, an
d funding sources. Climate and culture influenced availability of reso
urces, funding, and training; isolation from consumers and supplies; a
nd integration of new technology. This study will be of interest to sc
ientists studying rural economy, aboriginal economic development, inte
rnational arts and crafts, cross-cultural clothing, historical clothin
g, and other related fields.
