Introduction by Editor-in-Chief-A recent (October 1995) ICPVT Colloqui
um held in Paris reviewed the recent development in European standards
and Directive. Some of the papers presented there provide a valuable
insight into the way that the various standards are developing and the
reasons behind their development. Since such papers can be of help in
the detailed interpretation of the standards and also in preparing fo
r their future use, it was thought that some of them could be selected
for publication in this journal, with the agreement of the Associatio
n Francais l'Ingenieur pour Appareils le Pression (AFIA) and the Europ
ean and African Region of ICPVT who organised the Colloquia. This, the
first such paper, describes some basic PV design criteria as proposed
by a Working Group (WGC) of the CEN Technical Committee TC54. It is b
ased on the status at March 1995 and is being published in its present
