This paper presents a model in which a supermassive black hole surroun
ded by a superstrong magnetic field of up to similar to c(4)G(-1.5)M(-
1) approximate to 2 X 10(10)M(9)(-1) G appears as a result of the evol
ution of galactic nuclei (M(9) = M/10(9) M.). In this model, an electr
ic induction field can accelerate particles with positive and negative
charges Z up to an energy of similar to ec(2)G(-0.5)Z approximate to
10(18)Z GeV. Comparison with observational data is discussed.
