Experimental data do not support pair breaking as the primary mechanis
m for the depression of superconducting transition temperature in rare
-earth barium copper oxides doped with magnetic rare-earth ions as ass
erted by Blackstead and Dow [Phys. Lett. A 206 (1995) 107]. Thus the c
ase for locating mobile charges outside the copper oxide planes is not
compelling.
