The paper addresses the problem of where best to place sensors to loca
te sources of harmonics in power systems. The problem is approached by
applying worst-case analysis in estimation theory. By examining radia
l feeders and several fundamental lumped-parameter networks, it is sho
wn that parallel capacitors are often the optimal measurement points.
