Abstract
Nine bands of low frequency intermolecular vibrations of liquid water in the range 15-85 cm(-1) have been found with the help of the four-ph oton polarization spectroscopy method. Quantum theory of collective di pole interaction between water molecules and electromagnetic field hav e been proposed. The calculated frequencies of the terms are in qualit ative and approximate quantitative agreement with the experimental one s.
