Abstract
The local and normal characters originally developed for the levels of the SU(2) dynamics are statistically interpreted for those of the SU( 3) dynamics. The symmetry breaking of the equivalent stretch modes, dy namically and spontaneously, is noticed. Through this, the control of the localization of excitation via the action/angle parameters for the highly excited vibrational molecules which behave semiclassically is discussed.
