Abstract
We show that, in the presence of a strong magnetic field, a two-dimens ional interacting electron gas can effectively be described by a Hamil tonian of 'free' hard-core anions subject to the magnetic field. Accor ding to a new understanding proposed for a set of specific anionic sys tems, we explain the fractional quantum Hall effect in a very simple w ay.
