Abstract
The authors propose a formative evaluation model for use by administra tors of large health services research grant programs. The model will assist them in assessing the purpose, methodology, and level of analys is of funded research projects to identify content areas currently bei ng addressed and areas that may require more directed research. This m odel is applied to one area of health services research, HIV/AIDS care .
