Abstract
In a preliminary discussion paper for the federal Government's delayed Innovation Statement, capital shortage was identified as a major impe diment to the development of an innovative culture. At last month's AN ZAAS Congress David Lance and Ed Sciberras outlined how they expect th e Innovation Statement to remedy this situation.
