Increasing numbers of colleges and universities throughout the country are recognizing the importance of transfer students and the need to i mprove the transfer process. In December 1986, the University of Wisco nsin System Board of Regents published a report entitled ''Planning th e Future: Report on the Future of The University of Wisconsin System.' ' Several resolutions in the report focused on the process of improvin g transfer into and between University of Wisconsin System institution s. The Wisconsin state legislature approved funding for this project w ith the stipulation that the Wisconsin Technical College System (WTCS) be incorporated into the system. This paper describes what the system is, how it works, and the process that was used to develop, design, a nd implement it.
