It is shown that the model used by Shifman et al. [Nucl. Phys. B, 1979
, vol. 147, p. 385] to describe the experimental function R(c)(s) in t
he form of the sum of delta functions and a plateau contradicts the Wi
lson operator product expansion (OPE) in terms that are due to a gluon
condensate. A QCD model with an infinite number of vector mesons sati
sfies the requirements of the OPE for masses and electronic widths of
resonances close to the experimental values. The region of allowable v
alues of the c- and b-quark masses and the gluon condensate that are c
ompatible with OPE is obtained.
