An ensemble of electrons interacting with a dense gas of neutral parti
cles in a strong external electric field is treated as an anisotropic
bistable element that is realized in the entire range of permissible v
elocities v is an element of (0, C). The interaction is described by m
eans of the averaged force of friction caused by elementary interactio
ns of electrons with neutral particles. The bistability of the electro
n Bur in the field of thunderclouds is discussed.
