Scintillation measurements using the OLYMPUS satellite at 12.5, 19.8 a
nd 29.7 GHz have been analyzed with particular regard to frequency sca
ling. Scintillations have been separated from the slowly varying rain,
cloud and gaseous attenuations by means of suitable filtering. Freque
ncy scaling factors have been obtained for clear-sky and rain conditio
ns. A comparison of the measured scaling factors with predictions from
the current CCIR model reveals that the predicted data are underestim
ated. After a slight modification of the model, the predictions agree
well with the measurements.
