Since 1992 Russia has begun the reconstruction of its national and int
ernational telecommunications infrastructure. Progress has required co
mplex jurisdictional issues to be addressed, including: harmonization
of the roles of governmental authorities and private enterprise; 'priv
atization' of national and regional operations; creation of regulatory
structures and approaches at the national and regional level; and inc
lusion of foreign participation in basic infrastructure. This article
summarizes Russia's master plan for network development.
