Abstract
Planning in the 1990s must deal with a wide range of options, with con flicting objectives, and with uncertainty. Types of conflict among pla nning objectives are illustrated and categorized. Risk is distinguishe d from uncertainty and both are quantified. Hedging to reduce risk is demonstrated. Real examples are a from major recent planning studies.
