Abstract
We consider the process of maintaining the self-consistent distributio
n of currents and charges in plasma flowing on open field lines from a
pulsar. We show that a small fraction of the particles should counter
stream against the main flow. Oscillations are generated in the plasma
as a result of the two-stream instability. The oscillations may be a
source of pulsar radio emission.
