Possible stationary solutions in stochastic electrodynamics with nonra
ndom characteristic Fourier frequencies are studied; it is shown that
the equations that describe them are just the Heisenberg equations of
quantum theory. For these solutions the response of the particle to th
e random field turns out to be linear rhe zero point field with spectr
al energy density is-proportional-to omega3 iS required to guarantee d
etailed energy balance and stability of the atomic system.
