Abstract
The Praja Sahayaka Sewaya (Community Assistance Service) grew out of t he experiences of community leaders in assisting the Sri Lankan govern ment's National Housing Development Authority to carry out the ''Milli on Houses Programme''. In this paper, the author explains how a formal government programme resulted in the formation of a number of non-gov ernmental organizations to support community development.
