Various proposals for satellite personal communications systems and se
rvices have been presented in some detail and were the subject of much
debate at the World Administrative Radio Conference (WARC-92) in Mala
ga-Torremolinos, Spain, in February 1992, under the name of low-Earth
orbiting (LEO) systems. In addition to the question of spectrum alloca
tion, the types of satellite personal communications services which ar
e envisaged, give rise to a range of policy issues relating to aspects
of the European Community's telecommunications and space policies whi
ch merit early consideration.
