Abstract
Various proposals for satellite personal communications systems and se rvices have been presented in some detail and were the subject of much debate at the World Administrative Radio Conference (WARC-92) in Mala ga-Torremolinos, Spain, in February 1992, under the name of low-Earth orbiting (LEO) systems. In addition to the question of spectrum alloca tion, the types of satellite personal communications services which ar e envisaged, give rise to a range of policy issues relating to aspects of the European Community's telecommunications and space policies whi ch merit early consideration.
