A shell model is proposed to study the Hasegawa-Mima equation [Phys. F
luids 21, 87 (1978)] describing the electric-potential fluctuations in
microturbulent plasmas. The similarities with two-dimensional hydrody
namic turbulence are discussed. Both the direct cascade of enstrophy a
nd the reverse cascade of energy are investigated. The power-law spect
ra related to these cascades as well as the fluxes and higher moments
of the fluctuations are computed. These quantities appear to be in goo
d agreement with both the usually accepted phenomenology and the multi
fractal model.
