This paper reflects on the importance of equipping the world's youth w
ith the necessary information and skills to reduce the risk of HIV inf
ection. Schools are encouraged to meet the challenge of providing HIV
education for young people. To accomplish this educational goal, schoo
l personnel need adequate and appropriate in-service training. A model
is provided from the United States for planning and implementing an H
IV in-service program for school personnel. A university is used as a
regional site where HIV in-service training is carried out through the
co-operation of local school administrators, health agency representa
tives, and health education faculty. Several means of evaluation are d
escribed, including the formulation of a school action plan for HIV ed
ucation.
