and redistribute income to rural poor so that privatization may be ina

sues are examined in centralised and decentralised settings where 'rat
ional-myopic' poachers confront forest protection authorities. The rol
es of penalties and judicial systems are discussed as well as the effi
ciency arguments for community forestry.
