The strategic, organizational, and operational variables of airlift ar
e too complicated ever to allow a confident determination of how much
is enough. Military planners can reduce the uncertainties caused by th
e shortfall between requirements and reality by planning within its li
mitations, but only as a compromise from the operational ideal. The ac
tive and reserve military elements of the global airlift fleet must be
equipped and sized to service the military core of whatever wartime r
equirements are adopted as the planning standard.
