This paper points out the importance of adequate valving in providing
water distribution system reliability and the problems in assessing th
e reliability of a water distribution system, using a link-node repres
entation commonly found in pipe network models. The paper suggests usi
ng an approach involving 'segments' of a distribution system that can
be isolated with valves as the basic unit for assessing reliability, a
nd illustrates the use of a graphical approach to analyze the adequacy
of valving.
