Proponents of housing-led urban regeneration projects argue that they
generate resident housing benefits, positive spillovers and new expect
ations for areas. Some of these ideas are well developed theoretically
though others are not, and there has been a general eschewal of empir
ical testing. Empirical estimates, of a partial nature, are produced f
or Glasgow for the 1977-1998 period. These indicate that programmes ha
ve positive benefits but also distort consumer choices.
