This paper describes an expert system which has been developed to assi
st in the decision making of voltage control during energizing a high
voltage line. A set of rules is used to select the appropriate control
action to rectify voltage violations. Controls such as shunt reactors
and generator voltages are selected, based on the sensitivity factors
. The expert system is built using a command language called COPE. The
developed system is implemented on an IBM4381 type computer and teste
