Abstract
The countries donating aid to Bosnia have designated this year and nex t the Consolidation Period for the peace process and urged the local p arties to take their obligations more seriously or face renewed sancti ons and perhaps abandonment by the international community. For the Bo snians, these exhortations must seem a bit rich, coming from the commu nity of states that denied them the means to defend themselves against the better armed Serbs, pressed the Bosnian Muslims into a Federation with the Bosnian Croats tied to a Croatia still run by a fascistic di ctatorship, and imposed a pence agreement that rewarded the genocidal Bosnian Serbs with their own autonomous statelet: Republika Srpska. Ho w can the international community do better on Bosnia?
