The UK primary health care system is being reorganized to create an in
ternal market for health services. This will only succeed if local fam
ily doctors (general practitioners) take on responsibilities for budge
ts and as purchasers of specialist services. According to auditing mec
hanisms the visible discharge of these responsibilities can only be do
ne using computerized management information systems. This paper inves
tigates the effects of rapid expansion of information systems in an or
ganization without clear strategic direction.
