Hj. Gasterich et M. Verhoeven, PROJECT CONTROL AS A MODERN TOOL FOR CONS TRUCTING NEW FACILITIES IN THE STEEL-INDUSTRY, Stahl und Eisen, 117(1), 1997, pp. 33
Objective. When modernising or newly constructing facilities in the st
eel industry, it is of prime importance to achieve the technically des
igned and contractually guaranteed characteristics as well as the cons
tancy of quality indispensable for the continuous operation of a facil
ity. It is equally important to keep within the set - and in most case
s very tight - time schedule and cost limits. The following ar tide se
ts out to explain how it is possible to realise such a complex goal. S
ummary. Modern means of project control make it possible to handle any
realistic project both in a punctual and in a cost- and quality-consc
ious manner. The prerequisites for this include the timely installatio
n of a competent and efficient project management and the purposeful d
irection and control of the capital project. The project management mu
st take the form of a ''duo'' comprising project manager and project c
ontroller. The project manager of the investing enterprise is supporte
d by the external, independent and suitably experienced project contro
ller. Both together arrange and supervise the technical design and pla
nning, the project organisation, the structural plan of the project, t
he quality, the progress and cost controls, the processing of purchase
orders, the manufacture and the in-process inspections, the delivery
and installation, the commissioning and, lastly, the documentation.
