Abstract
This paper provides a critical review of the policies and procedures a dopted by central government and British Rail in the planning and deve lopment of the Channel Tunnel. Focus is placed upon the adequacy of th ese procedures and their outcomes from the point of view of one subreg ion, Devon and Cornwall. Consideration is given to the way in which th e local authorities in this subregion attempted to overcome what they perceived as the unsatisfactory outcome of the planning process.
