Abstract
The Bush administration set out to clear relief channels and avert mas s starvation in Somalia, resisting a more ambitious U.N. agenda. But t he Clinton administration embarked on ''nation-building'' and ''assert ive multilateralism.'' The resulting violence and embarrassment cast d oubt on the United Nations' competence in peace-enforcement and nation -building.
