Abstract
The implementation of a european monitoring center for drugs and drug addiction leads to the discussion of methodological instruments and co ncepts which could be used at a national level in order to monitor the use of licit and illicit drugs. Estimating trends implies the use of local networks, qualitative data and new indirect indicators.
