It is shown that in a layered metal (i) there exists a ''band'' of pho
non excitations, (ii) for large wave vectors the longitudinal phonon s
pectrum coincides with that of the two-dimensional high frequency ion
plasmon, and (iii) the inelastic electron-high-frequency-phonon intera
ction can produce the quasi-linear temperature dependence of the resis
tivity rho approximately Tln(2T/OMEGA(c)) with a low value of the ener
gy threshold OMEGA(c), thereby providing an explanation of the observe
d quasi-linearity of the resistivity of Cu-0 superconductors in the no
rmal state.
