This paper is a contribution to the study of the diffraction of an ele
ctromagnetic plane wave by a cylindrical rod of arbitrary cross-sectio
n and optical index. The incident wave vector is not necessarily perpe
ndicular to the rod. This vectorial diffraction problem is solved usin
g the method of fictitious sources which has proven to be effective fo
r scalar problems. Theoretical and numerical aspects are both studied.
