The background to and development of procedures at Sullom Voe are outl
ined, followed by an account of vessel traffic management around Shetl
and as currently practised. Major factors influencing management and c
ontrol are discussed, including the declining standards of bulk shippi
ng operations, port State inspection, loss of confidence in the classi
fication system, and oil industry ship vetting procedures. Certain asp
ects of current decision making are outlined and detailed proposals fo
r management improvements are put forward.
