This paper describes the newly developed methodology for software proc
ess innovation based on NEC's software process improvement activity ex
periences over the past 15 years, aimed at new deployment. This method
ology has the framework of organically combining the IS09001 quality s
ystem, the software process maturity model and the QC techniques, and
effectively utilizing their respective characteristics. The first char
acteristic is to position the IS09001 quality system as the tool for c
onstructing the basis of software process innovation, thus newly devel
oping the template for a quick system construction. The second charact
eristic is to position the software process maturity model as a measur
e for evaluating the coverage of the current software process, and as
a measure for performing an absolute evaluation of the division softwa
re process maturity level. An original software process maturity model
in which the IS09001 quality system requirements are incorporated is
also proposed. The third characteristic is to position the QC techniqu
es as tools for evaluating the cause- and effect-relationship between
an actually occurring problem and the current software process, sortin
g out the massive amounts of information concerning processes, and det
ermining the priority levels. This paper describes the methodology for
the software process innovation characterized as above, based on some
experiences and example cases at NEC.
