This article examines the regulatory reform efforts of the 104th Congr
ess. The focus is on congressional efforts (1) relax regulations, (2)
shift responsibilities to the states, and (3) scrutinize new regulatio
ns. Analysis of legislation in each of these three areas is followed b
y consideration of whether the laws that have been and will be enacted
during the 104th Congress are truly revolutionary, or whether such la
ws represent the continual evolution of relations between the federal
government on the one hand and the states, localities, and private sec
tor on the other.
