Using the method of optimal fluctuation, we investigate the asymptotic
behavior of the phonon density of states in the low-frequency limit o
mega -> 0. If the pinning potential is not too strong, both the densit
y of states g(omega) and the ac conductivity at zero temperature sigma
(omega) are found to be proportional to omega(4). This power law is va
lid in both one- and two-dimensional crystal and does not change in th
e presence of magnetic field.
