Abstract
Wind tunnel tests on a smooth circular cylinder in high Reynolds numbe r smooth and turbulent flows have produced data which may be compared with full scale measurements and with the parameters of cross flow res ponse prediction models. The task of cross flow response prediction is reviewed and the experimental results are discussed in relation to on e of class of negative aerodynamic damping models for response predict ion.
