We study algebraic models of the Segal category of Riemann surfaces [1
1]. These are 2-categories based on the 1+1 dimensional cobordism cate
gory enriched by diffeomorphisms of surfaces (or isotopy classes of su
ch). In particular, we show that one of these models is a symmetric st
rict monoidal strict 2-category. The main technical tools are quotient
constructions on 2-categories.
