We present new BVR integrated magnitudes and color indices for 41 glob
ular clusters and cluster candidates in the outer halo of M31, obtaine
d by CCD imaging at the KPNO 0.9 m telescope. This material is combine
d with our previous CCD photometry for 75 cluster candidates [Reed et
al., AJ, 103, 824 (1992)] and with other data from the literature to c
onstruct a combined sample of globular clusters in the halo of M31 whi
ch has an unprecedented level of completeness, accuracy, and freedom f
rom contamination. The cluster luminosity distribution is presented an
d compared with the GCLF of the Milky Way. We also use the cluster col
or indices and spectra for 64 clusters to derive a metallicity distrib
ution for the M31 halo. In accord with previous authors, we find that
the cluster-to-cluster range in metallicity is nearly identical to tha
t in the Milky Way cluster system, but that M31 has relatively more cl
usters at the high-metallicity end even at large distances in the halo
.
