In March 1992, Millar Western Pulp initiated operation of a 240 000-to
nne/year greenfield BCTMP mill. The mill has a first-generation zero-l
iquid effluent system. All process and service waters are treated and
recycled; there is no effluent discharge. Design production was achiev
ed in six months. This paper reviews some of the management strategies
which contributed to this achievement. The project provides a model f
or implementation of complex process systems employing leading edge te
chnology.
