Abstract
A scaling law obeyed by photon number fluctuations near threshold in t he Ginzberg-Landau theory of second order phase transition is describe d. Normalized factorial moments are found to scale as F(r) approximate ly F2betar, r greater-than-or-equal-to 3. The results from photon coun ting experiments on laser fluctuations near threshold are shown to sup port this scaling law. It is found that beta(r), = (r - 1)nu, where nu = 1.304. Implication of the scaling behavior is discussed.
