Within its Radiation Protection Research Programme, the Commission of
the European Communities has embarked on a major project aiming at the
development of an integrated and comprehensive real-time on-line deci
sion support system (RODOS) for nuclear emergencies in Europe, applica
ble for the vicinity of the release and the early phase up to far dist
ant areas and the later stages of an accident. At present, the project
is organised as a joint venture of some 18 European institutes closel
y cooperating with several Russian and Ukrainian laboratories. The mai
n purpose of the project is to provide the methodological basis. devel
op models and data and install the hardware and software framework of
RODOS. The paper describes the kev features, the overall design and th
e software structure broadly accepted by the contractors. Based on thi
s concept, a first prototype version of RODOS has been developed, whic
h integrates programs developed by the contractors, in particular the
complete software of the German real-time system RESY. This prototype
is comprised of models for near-range atmospheric dispersion, early em
ergency actions, dose calculations, food bans, health effects and econ
omic costs. The paper sketches the present status of RODOS and gives a
n overview of the important tasks of R and D work for the next project
phases.
