The microwave conductivity and the surface resistance are calculated f
or systems with a strong electron-phonon interaction. It is shown that
the real part of the conductivity has a maximum at intermediate tempe
ratures in the clean limit in accordance with the experimental observa
tion in high-T(c) superconductors. This maximum connects with the temp
erature dependence of the electron relaxation rate and is not the cohe
rence peak. But this phenomenon can not be described properly in terms
of a simple two-fluid model.
