A new region characterized by Levy diffusion exists in collective moti
on between the adiabatic and diabatic limits. Repeated chaotic scatter
ing off of level crossings, whose repulsive or attractive nature chang
es dynamically, can result in localization of the collective motion fo
r arbitrarily periods of time, and anomalous diffusion.
