Abstract
More and more legislators have been pursuing and retaining office in r ecent decades. Some analyses argue that higher salaries account for th is; others contend that legislative resources make reelection easier. This article explores these two explanations by focusing on more than a century of experience in the New York legislature, and the author fi nds that neither is a satisfactory explanation for changes.
