In this paper, we complete our study of one-loop perturbative Chern-Si
mons theory in the light-cone gauge n . A(a) = 0, n2 = 0. Using a gaug
e-invariant regularization procedure, which defines Chern-Simons theor
y as the large-mass limit of a topotogically massive field theory, we
evaluate the three-point function GAMMA(munuomega)abc(p1, p2, p3) to o
ne loop. The spurious poles of (q . n)-1 in the gauge propagator are t
reated with the n(mu)-prescription. It is shown that the vertex funct
ion, which contains both local and nonlocal terms, is UV finite, respe
cts the Ward identity and agrees with the one-loop effective action pr
oposed in the preceding paper.
